People in crisis are experiencing some form of emotional trauma, physical trauma, or other mental condition. Frequent types of persons in crisis encountered by law enforcement officers include victims of violent crime, people under the influence of controlled substances, and those with mental illness. People in crisis can be unpredictable with behaviors that include but are not limited to the following:
1. Submissive or passive
2. Non-compliant
3. Verbally aggressive
4. Physically violent
